I was playing HALO 2 recently, and it was on the level Outskirts when I wondered why New Mombasa, and all of the city, was a light brown ish greyish color. I just thought the colors and the run-down textures of everything seemed to be an interesting choice for a mega city set 500 years into the future. It's in Africa, and the city sort of mimics lots of areas of Africa today. Compared to New Alexandria in Realooking as more futuristic looking buildings. But maybe that's just becasue Reach is a newer game or the planet is more upkept. But now that I think about it, the level Outskirts is in the outskirts of the city, so maybe that's why. In HALO 3: ODST the buildings are much taller and more modern looking. It would be cool to know what Bungie was thinking when they were planning that level, and what concepts they had in mind. Just curious.

Halo 2 takes place in the Outskirts of the city, Halo 3: ODST takes place in the heart of the city in the level Metropolis the underground highway leads to that bridge at the start of the level, once you make it across the other side, you're in the main city were the buildings are more modern and taller like in Halo 3: ODST?

Outskirts takes place in Old Mombasa whilst Halo 3: ODST takes place in New Mombasa. Which explains that difference in the buildings.

Exactly

I think in Halo 2 Bungie was just trying to make a game that played well and had interesting areas to fight in. ODST and Reach focused a lot more on the art style and graphics, which is why the gameplay in them suffers a little. Halo 2 was a little rushed, so they put far less time into making architecture that looked futuristic and more time into just making sure the game played well and with no game-breaking glitches.

I actually prefer the oldish looking aspect. The trash, litter, broken buildings and what not gave a cool feel to Outskirts. Metropolis is more sterile feeling. I am not a hippie or tree hugger, but for the game play, I liked that feel.

You know, this actually got me thinking, It would have been really cool if the player had the change to re-explore the area that Chief crash landed in in Old Mombasa.

Outskirts > Metropolis -sniper alley -close quarters combat -far better exploration -felt bigger -more easter eggs -marine collecting -Hog collecting -invincible Hog -IWHBYD 28 Ultras -easier Scarab gun retrieval -more control (stop Pelican from leaving, stop Johnson from leaving, stop marines from charging to their deaths) -lots more checkpoints -less limited vehicle approach (on Metropolis, there's an invisible barrier that rebounds the Banshee and even if you manage to get the tank over the tunnel obstacles, you cannot get it past the end of the tunnel) -less buggy encounters Metropolis is the closest to linear in the Halo 2 campaign. Infinitely spawning enemies in the tunnel, infinitely spawning Jackal snipers... these are symptoms of horrible gameplay, forcing you to push through in a vehicle and change your gameplay pace, instead of appealing to individual play styles (true Halo). I like to take my time with battles (on foot) instead of just skipping them... Metropolis punishes that course of action. [Edited on 10.08.2012 3:38 PM PDT]

Outskirts is my favorite mission in Halo.
-
I think Halo 3: ODST was originally going to have that older look and also have more multiteared bridges and highways. They redesigned it to make it more navigable.
-
Outskirts had fantastic gameply; definitely my favorite mission in H2. Except for the Jackal snipers. I never actually thought about the color and architecture differences. Like people have already said, Bungie was probably just trying to get the gameplay to be perfect, since they didn't have much time with the project.

As someone already said, it's Old Mombasa vs New Mombasa.
