Long time raider in other games here. I understand what you mean but if BUNGIE does anything like this they will completely kill the concept of raids in the game, liking them or not. It would be a total slap in the face of people who put effort and time into doing those activities, and many of them are behind the paywall of DLCs, meaning some players paid to do those raids and have access to that loot. Raid loot must be special because they will be tied to end-game content. It's how it is in any multiplayer game/MMOS with similar mechanics and I don't think it can be changed or need to be changed. What BUNGIE can do for players not interested in group activities is nice weapons that can be farmed alone, which will act like side grades/options, like the Brave ones. They are pretty good, and some are probably becoming the best-in-slot in their categories without overshadowing raid loot. It's a win-win scenario right there.
