Thanks for all who have posted in this thread and given some evidence as to who the Superintendent or the Green Guy could be.

UPDATE
Sorry for my ignorance folks. Smuggler is a map.....most likely. WU states "The" Smuggler, so suspicions are still there for a possible connection.

We still don't know about this Superintendent. Who is he and Why is he here? Or better yet, what is his message?
